Open Data Roadmap

Law of Ukraine No 319-VIII adopted in April 2015, as well as Resolution No. 835 of the Cabinet of Ministers adopted in October, provide for publication of 327 packages of state data in the form of open data.

You can review the draft roadmap for development of open data in Ukraine prepared by representatives of government agencies, IT businesses, and the community in the course of joint strategy development with the support of the UN Development Program.

In addition to the preparedness of government agencies to publish open data, the development of open data also depends on the willingness of the business community, society, and the mass media to consume such data and transform them into a high-quality social or commercial product or service. Therefore, it is proposed to structure the roadmap in the following areas:

  • government agency capacity-building;
  • improving the availability of high-quality open data;
  • formation of political will;
  • regulatory and legal framework;
  • developing demand for open data and capability to use it;
  • financial support.

The aforementioned document needs to be improved, discussed with the community, and approved in the course of operation of the Temporary Task Group for Use of Open Data subordinated to the Interdisciplinary Council on Development of Electronic Governance.
